Chair: Raiette W. Avael, CPMWith a nearly 34-year career in serving children and families, RaiEtte Avael’s extensive experience includes the following positions: Program Supervisor and Administrator for the Department of Children and Families in Family Safety, including Child Protective Investigations, Protective Supervision, Foster Care, Adoptions, and Child Care and Foster Homes licensing as well as the Operations and Management Consultant for Substance Abuse and Mental Health programs in Monroe County. In her current position as the Circuit Manager/Coordinator and Chief Probation Officer for the Department of Juvenile Justice, RaiEtte currently manages all Juvenile Probation and Community Intervention in the 16th Judicial Circuit comprised of Monroe County. She has contributed to wide-ranging efforts required in resource development and with contracted providers, law enforcement agencies, school district, judiciary and various community agencies and Boards. In February 2011, she assumed responsibilities as the lead south regional chief for probation operations in Circuits 11, 15, 16, 17, 19 and 20.
RaiEtte has a degree in Sociology from Carson Newman College and is a Certified Public Manager from Florida State University. She is certified through the Juvenile Justice Advanced Management Institute, University of Nevada at Reno. RaiEtte is also a Certified Instructor of Process Management and Quality Improvement Techniques as well as a Certified Instructor of Motivational Techniques. She is a 2002 graduate of Leadership Monroe and a 2003 graduate of the City of Key West Ambassador Program.
RaiEtte was one of the original board members when SHAL organized in in 1998. She attributes her inspiration for joining SHAL to her commitment to public service, her passion for helping those in need, and a desire to improve the overall quality of life for those in her community. She has lived in Key West for 15 years.
In addition to serving on the Board of Directors, for the Southernmost Homeless Assistance League, RaiEtte also serves on the South Florida Behavior Health Network Board and Executive Committee, Guidance Care Center Community Council, Board of Directors for the Monroe Co. Coalition for a Safe and Drug Free Community, Florida Keys Certified Public Managers Association, Circuit 16 Juvenile Justice Board, Board of Directors for Monroe County Community Alliance, Monroe County Mental Health and Substance Abuse Planning Committee, and the Monroe County Substance Abuse Policy Advisory Board.
She was recently awarded the 2011 Recognition of Excellence in Child Welfare Services from the Department of Children and Families and also the 2011 Recognition as a Community Builder – Dunamis Award. Previous awards include the 2008 Recognition of Excellence from the Monroe County School District and the 2004 Woman of Integrity Award for Work with Children and Families. ^top
Michael Browning
Michael L Browning is a licensed attorney in the State of Florida, a certified mediator and the principal of Key West Mediations. Raised in Florida, he has resided in Key West since 1986. He graduated from St. Leo College, and received his law degree from Stetson University College of Law. He is admitted to practice before in the State of Florida. Mr. Browning is also a licensed Realtor in the State of Florida. Mr. Browning has had extensive real estate and commercial experience as both as an attorney and a realtor. Mr. Browning is the President of Moon Management Group, Inc. which has owns and operates several businesses in Key West. Mr. Browning originally entered SHAL as a representative of the Chamber of Commerce appointment and was later elected as a member of the Board by SHAL’s membership. Mr. Browning brings to the board over 30 years of business experience as well as his experience in real estate, legal and mediation skills. ^top
Rick Casey, Jr.
Richard Casey, Jr. has been active in local affordable housing/community development activities for over thirteen years. Currently Rick serves as the Executive Director of Heron-Peacock Supported Living, a local non-profit organization providing housing and supportive services to mentally ill adults in Monroe County. Rick assumed this position in 2010, after having served on the organizations board of directors for nine years. Additionally, Rick is also the Executive Director of the Middle Keys Community Land Trust, a position he has held since 2005. Prior to that Rick worked for the Key West/Monroe County Housing Authority for seven years administering a number of affordable housing grant programs. ^top
Rosemary Enright
Rosemary Enright is the elected Public Defender for the Sixteenth Judicial Circuit which encompasses all of Monroe County. She is a graduate of St. Bonaventure University and the University of Miami School of Law. She first moved to the Florida Keys in 1980. As current Chair of the SHAL Board, Rosemary is also a board member of Key West Sunrise Rotary Club. She sits on the Circuit 16 Juvenile Justice Board, the Monroe County Mental Health and Substance Abuse Planning Committee as well as the Monroe County Substance Abuse Policy Advisory Board. She is past Vice-Chair of Wesley House and a member of the Wesley House Advisory Board. She is past President of MARC and a member of the MARC Associate Board. She is past Vice-President of Hospice/VNA and is a committee chair for the Hospice/VNA 4th of July fundraiser. She has served on numerous other boards and committees while a resident of the Florida Keys. As a graduate of the City of Key West Ambassador Academy and the CFFK Leadership Success Academy, Rosemary believes that we all have an obligation to help those in need. She loves spending time with her family including her Aussies Max and Abbie, fishing in the beautiful waters of the Florida Keys, and playing bocce. ^top
Kenneth Gentile, CIA, CPA,

Ken Gentile is currently the Director of Internal Audit at Monroe County School District in Monroe County Florida. He has been in this position since April 2010. Ken reports to a five person school board and is responsible for helping them achieve their mission of constant improvement. The Internal Audit position and Audit Committee was initiated after a $500K fraud scandal that rocked the District.
As a Senior Performance Auditor with Hillsborough County Florida, Ken helped improve the efficiency and effectiveness of county government through audits and special assignments. Investigations at the County led to the dismissal of the county administrative leadership. Ken Gentile also served as a Chief Financial Officer of Metropolitan Ministries which is a $12MM non-profit organization serving the poor in the City of Tampa. As a member of the Executive Team of MM he was responsible for accounting, internal and external financial reporting as well as providing expertise in financial and operational analysis to identify areas for cost reduction, improved cash flow, revenue enhancement and improved controls.
As the Director of Internal Audit for Associated Marine Institutes, Inc. a $80MM non-profit based in Tampa, Florida, Ken specialized in financial and operational audits increasing value to the organization and reducing the risk of fraud. He was responsible for reviewing over 50 institutes in eight states to ensure compliance with financial policies and enhancing operational performance.
He previously worked for Arthur Young & Company and Citibank where he was responsible for implementing cost saving solutions and re-engineering financial processes. He has also taught at National Louis University, Tampa College and Strayer University where he developed curriculum in accounting, economics, and international business courses. Ken also attended and served as a coach for Dale Carnegie in helping professionals break through personal limits and boundaries.
Ken received his Bachelor of Arts in Accounting and Economics from Queens College and his Masters in Finance and International Business from the University of South Florida.
Ken recently moved to Key West, Florida for his new assignment and has certifications as a Certified Internal Auditor, Certified Public Accountant, Certification in Control Self-Assessment and a Certified Governmental Audit Professional. ^top
Michael E. Hayes, PhD, LCSW
Michael Hayes was born in New York City. At the age of eleven his family moved to Los Angeles. He went to Lawrence University in Wisconsin, with a major in Modern European Intellectual History. He have Master's degrees in History and Social Work from the University of Michigan, from which he also received his doctorate in Psychology.
He has taught, and has had a private clinical practice for many years. He has worked with the VNA, with a staff-based HMO in New Haven, and started a co-occurring disorder program for a detox-rehab facility in Connecticut. He spent ten years there, the final five as clinical director of outpatient services. He and his wife moved to Key West in 2005. He is the Clinical Supervisor for the 16th Judicial Circuit Drug Court. He has also been involved with AIDS Help and the development of their Housing First Program at Seebol Place. It was while working with AHI that his interest in the homeless developed. ^top

Bill Mann
Bill Mann received his degrees in psychology and sociology from Northern Illinois. He
has been working for the Florida Keys Children's Shelter for 11 years and is currently the Chief Operations Officer. He became involved with SHAL about 4 years ago, as his agency serves runaway and homeless youth and their families. He has lived in the Keys for 13 years. He currently lives in the Upper keys in Islamorada and has also lived in Key Largo and Tavernier.

Treasurer: Roger McVeigh
A six year resident of Key West, Roger has been serving nonprofits in Key West since retiring in late 2006 from a 23-year public accounting career as a Partner with KPMG LLP in Atlanta, Georgia and Jacksonville, Florida. Roger is a CPA and CMA and is a graduate of the City of Key West Ambassador Academy, Leadership Monroe County and the Community Foundation of the Florida Keys (“CFFK”) Leadership Success Academy. Roger assists in the facilitation of the City of Key West Ambassador Academy, helps with coordination of the monthly City of Key West Ambassador Alumni Luncheon series, and serves as a financial instructor for the CFFK Leadership Success Academy. Roger serves as a Board Member and often Treasurer of a diverse group of nonprofit organizations covering education, social services, the arts, and other important community organizations. Roger’s existing and past Board commitments include the Florida Keys Community College Foundation, the Key West Garden Club, Sculpture Key West, the Key West Sailing Club, the Southernmost Homeless Assistance League (“SHAL”), and The Friends of Higgs Beach, Inc. Additionally, Roger was appointed and served as the first chair of the newly chartered Audit and Finance Committee of the Monroe County School Board where he continues to serve.
Roger spent most of his professional career working within the banking, health care and technology sectors with a focus on emerging technology businesses. His financial background includes experience in assisting clients with raising money from venture capitalists and other private investors, initial public offerings, mergers and acquisitions, reporting requirements of the SEC (Securities and Exchange Commission), revenue recognition, stock compensation, and the adoption of Sarbanes Oxley Section 404. Roger hails from Knoxville, Tennessee, attended both Emory University and Georgia State University and received his BBA in Accounting from Georgia State in 1983. His inspiration for serving in a community and public service role started in 1988 when Roger volunteered at a homeless shelter in Atlanta. His volunteer activities included cooking, socializing, and overnight chaperoning. Soon after, Roger served on a non-profit Board for Samaritan House of Atlanta, which serves homeless individuals. ^top
Vice Chair: Tommy Taylor
Tommy Taylor is the Chief of the Bureau of Corrections for the Monroe County Sheriff's Office. He manages three Corrections Facilities in the Monroe County. He has been with the Sheriff's Office for 17 years and a resident of Key West for 21 years.
Before joining the Sheriff's Office, he served 27 years in the United States Navy where he served and managed various law enforcement and corrections unites. He retired in 1994 as a Master Chief, Master-at-Arms. He as an Associate of Arts in Criminal Justice from Central Texas College, a Bachelor of Science Degree in Criminology, St. Leo University, a Master Degree of Science in Management from Troy State University and a graduate of Florida State University Certified Public Manager Program, graduate of Florida Keys Community College Law Enforcement Academy as well as the FBI National Academy, Quantico, Va. ^top
Alan Teitelbaum
Alan started coming to Key West in the 1980s to pursue his interests in fishing and diving. In 1990 he and his wife Janie bought property in Key West. They became full-time residents upon Alan’s retirement in 2008. He still loves fishing and diving and appreciates the rich diversity of Key West.
Alan had an extensive and diverse career in Psychiatry. He completed his postgraduate training in medicine and psychiatry from 1967 through 1973. He practiced psychiatry in San Francisco from 1973-2008 and taught in two training programs. During his career he worked in private practice, state hospitals, veterans hospitals, private and university hospitals. In addition to his practice in psychiatry he had experience in internal medicine and working with individuals who had terminal illnesses. He is not licensed in Florida but may be able to serve in an informal consulting role.
In 1992, Alan became involved with the Psychiatric Foundation of Northern California, a nonprofit organization based in San Francisco. This nonprofit served as a lead agency using private grants in fostering collaboration and continuity of care by local community service providers to advance services, programs, and education relating to psychiatry and mental health. Alan was instrumental in allocating 3 million dollars in funding that spanned over more than five years.
